Bassanio and Shylock had to meet each other as Antonio went bankrupt due to his losses at the sea and he couldn't support Bassanio's will to meet and woo Portia.

Both Antonio and Shylock were money-lenders in Venice. Shylock was the greatest enemy of Antonio but since he went bankrupt, he had no other choice than to borrow money from Shylock.

Shylock seeing this as a chance of taking a revenge on Antonio accepts to lend money to him on a very cruel condition that is, to take a pound of Antonio's flesh from any part of his body since Antonio had disrespected him enough to be kicked out of Venice and loose his job.

Since they had no other choice, they agreed on this condition.
