Explanation:
The poet sees a laburnum tree from some distance which appears to be very still in the September afternoon sunlight. Its leaves are yellow and its seeds are fallen on the green ground.
The tree is still only momentarily. Soon a goldfinch flies to it and perches on a branch. As soon as it chirps, the entire tree comes to life with more chirrups, chittering and tremors. The entire family engine becomes alive with arrival of the mother goldfinch.
After feeding the nestlings, she again comes out to a branch-end to fly for another sortie for her nestlings.
She again soars into the infinite sky in search of food for herself and her family. The laburnum tree again assumes its illusory silence.
