Unchecked rapid urbanization along with rise in population has its negative impacts. The city of
Surat in Gujarat suffered the burnt of hasty development in the year 1994,when hundreds of
people lost their lives and 300,000 abandoned the city due to the outbreak of plague. Both the
citizens and municipal authorities were responsible for this situation. The citizens lacked civic
sense and dumped the garbage in drains and streets and the apathy of the Municipality added to
the problem.
As a result of the plague, within a span of 18 months the city was cleaned up and even today it is
regarded as the second cleanest city after Chandigarh. In addition to administrative changes, new
laws and active participation of the local community helped in quick execution of decisions. As a
result, today the local body of the city of Surat is looked upon as a role model by Municipalities of
other cities in India.
