Administration is, indeed, an art by itself, demanding on the part of the
administrator’s special knowledge, training and experience in the management of public
affairs and a masterly technique and skill in handling people. Administration, ultimately
means the ability to handle people fairly and firmly with understanding and sympathy.
The more an administrator knows about the people, the better will be able to get along
with them and the better will be his administration.
It is true that he rules best who rules lest. An able administrator will not rely so
much on the powers and privileges vested in him to discharge his duties as on his moral
strength, character, influence and example. He knows that he is a leader of men and
must lead going in front and so drive them from behind.

inspired Charles Sickens to write his Importable novels.
