Explanation:

The poet's mother would laugh at the snapshot thinking of how they had dressed up for the sea holiday, she also remembered her childhood days and the fun they used to have together.

The mothers laughter is a past for the narrator as her mother is no more, when at those times they would look at the snapshot together but after the death the same snapshot has become the cause of pain . The snapshot constantly reminded the poet of her mothers irreparable loss.

These lines mean that when the poet's mother looked at the photograph she remembered her childhood and she used to laugh looking at it because of the way she and her cousins were dressed in the photograph and also due to remembering her memories.
