At this point in time, the Prince was facing a dilemma: Romeo avenged his cousin Mercutio’s death, by killing Tybalt. However, Tybalt came from the Capulet family, & as far as everybody in Verona knew at this point, his other cousin, Paris, was engaged to Juliet (nobody knew that Juliet had secretly married Romeo). If he had simply allowed Romeo off the hook, it would have angered the Capulets, and caused a huge upheaval in Verona. So, he compromised, by sparing Romeo’s life, but, banishing him from Verona.
