The janata party made the 1977 election into a referendum on the Emergency. It’s election campaign was focused on the non-democratic character of the Congress rule and on the various excesses that took place during this period. In the backdrop of arrests of thousand of persons and the censorship of the Press,the public opinion was against the Congress.
a) What is meant by 'Referendum'?
b) “ Acts like arrests of thousand of persons and the censorship of the Press during the Emergency period were non-democratic”. Do you agree with the statement? Justify your answer with one suitable argument or against each act.
c) Inspite of winning the 1977 election with a thumping majority,why could the Janata party remain in power only for a short period?

4.1 WHY ELECTIONS?

when elections were held, they voted

overwhelmingly in favour of Lok Dal

majority in the Assembly. The

Congress could win only 5 seats.

Once the election results were

their leader. The Governor invited

Devi Lal to be the new Chief

Minister. Three days after the

election results were declared, he

became the Chief Minister. As soon

as he became the Chief Minister, his

of small farmers, agricultural

labourers and small businessmen.

His party ruled the State for four

years. The next elections were held

in 1991. But this time his party did

not win popular support. The
