(a) The poet requests the wind to come softly without any noise,requests not to break the shutter of the windows,not to scatter the papers as it may contain important documents,also requests not to throw down the books on the shelf.

b) The poet advises to build strong homes, join the door firmly, and to make our body firm and strong. It means that the wind does not follow our commands.
