In the given sentence, year of publication may be mentioned after the author’s name i.e. position 1, and it is a direct quote therefore the page no. should be mentioned at no. 3.  

As per the APA citation style, in writing the direct quote, complete citation may be mentioned after the quote but before full stop/period i.e. at position 3. However in given sentence you may also mention the year at position no. 1 and page no. at position no. 3
