The police do not fine the people who wear pugri because it is a very important part of their religion. The government cannot force them to wear a helmet.
No turbans don't have any inherent power inthemselves natural or supernatural to save Sikhs from accidents.
A turban depending on size, material and the way it's tied may prevent some damage to the head but can never provide more protection than a well made and properly fitted helmet.
As to why don't Sikhs wear helmets in India? Sikhs are exempted from doing so in most countries due to their religious beliefs.
In Sikhism the turban was denoted by their honorable guru to help them differentiate themselves from the other tribes of India, it has a powerful symbolism attached to it.
We can't force someone to not get their kids circumcised or eat certain food or dress in some specific way and thus in a similar way Sikhs also hold a rightful claim to not wear the helmet presently.
Although it should be noted that once India becomes developed and advanced enough to provide certain levels of compulsory healthcare we could force Sikhs to either wear helmets or to take responsibility for their reckless attitude to not wear one while riding a motorbike. But I would still insist as a doctor who has seen what an unhelmeted head looks like after a bike crash be it a pagdi wearer or not to wear a helmet atleast in inclement weather and when out on highways.
