Reason for formation of chandigarh as a union territory

The claim of both Punjab and Haryana on Chandigarh is the reason for it being a union territory. Because both are claiming that Chandigarh is their property thus can't be included in any of the state region. That's why it is an U.T.

Union territories. ... The National Capital Territory of Delhi, Chandigarh and Lakshadweep were formed by separating the territory from pre-existing states. Dadra Nagar Haveli, Daman Diu and Pondicherry were formed from acquired territories that formerly belonged to Portuguese India or French India.
