We know that the rainfall in our country is mainly manipulated by different wind flow which carry a lot of water vapour and moisture.
When these winds enter in our country from different directions the extreme four directions are covered with rainfall by these winds but when these wind flow reaches the central part of our country the water vapour level decreases a lot and a very less amount of rainfall occurs in the central India.

The moisture that is picked up by the monsoon winds, is mainly shed over the coastal strips and the "wind ward side" of the "Western Ghats" and the "Eastern Ghats". These zones are the zones of heavy monsoon shower.
"Kerala" is the first state to receive the "monsoon showers" and the last state from where "monsoon retreats". However, as these winds keep moving up towards the central peninsular India, by that time the wind has lost most of the moisture, hence brings low rainfall to the central peninsular India.
