Ranchi municipal commissioner Prashant Kumar said, "The first step would be to set up the special purpose vehicles (SPVs) and appointing the people to run them. The second step would be getting the possession of land, and the third hiring consultants to prepare the master plans and detailed project reports. The final step would be the marketing of smart city plan to attract investors."
