the filament of an incandescent bulb is said to have burned out if the bulb goes out. Usually that’s from either shock or vibration causing mechanical damage or from its lifetime of usage eventually thinning out and breaking from oxidation to residual oxygen left int he envelope or from migration of very hot tungsten particles.
In either case the filament separates and the circuit opens, the current stops and the filament does not light anymore. Occasionally you can wiggle the bulb so as to make the filament close again but it won’t last long.
