Yes, π is defined as the ratio of circumference and diameter. i.e. c/d.

But, recall the property of rational number that the numerator and denominator should be Integers and denominator should not be equal to zero. Here in this case π is an irrational number. That means either the denominator or the numerator is a non-integer number..
