but regeneration creates only a part

Regeneration cannot be regarded as reproduction:

Regeneration is an asexual method of reproduction. It is a process where a living organism reproduces a broken or a damaged part of its body. In some cases, the whole organism is formed from a broken piece with living cells.

It does not require the being to mate with another living creature. On the other hand, reproduction is a process in which a whole new organism is brought into being by forming new specialized cells named the gametes.
