The Ministry of Social Justice and Empowerment implements a number of schemes for the rehabilitation of persons with disabilities including physically challenged and mentally retarded persons.

Schemes implemented by the Ministry of SJ&E for the rehabilitation of the Persons with Disabilities

 

(a)                  Deendayal Disabled Rehabilitation Scheme (DDRS) – Under the Scheme funds for the welfare of persons with disabilities are provided to non-Governmental organizations for projects like Special Schools, Vocational Training Centres, Half Way Homes, Community Based Rehabilitation Centres, Early Intervention Centres for disabled and Rehabilitation for Leprosy Cured Persons etc.

(b)               Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances (ADIP)- Under the Scheme aids/appliances are distributed to the needy persons  with disabilities which includes physically/mentally challenged persons also.

(c)                  Scheme for Implementation of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (SIPDA)- Under this scheme, assistance is provided for setting up of District Disability Centres, Regional Rehabilitation Centres, creation of barrier free environment in public buildings, making  websites accessible, awareness generation etc

(d)                Scheme of Incentives to Employees in the Private Sector for providing employment to persons with disabilities- Under the Scheme, Government of India provides the employers’ contribution for Employees Provident Fund (EPF) and Employees State Insurance (ESI) for three years for persons with disabilities employed in the private sector on or after 1.4.2008 with a monthly salary upto Rs.25,000/-

(e)                National Institutes: The Ministry supports seven autonomous National Institutes which provide rehabilitation services and undertake manpower development with the overall objective of providing rehabilitation services for different types of disabilities.

(f)                The National Handicapped Finance & Development Corporation provides concessional credit to persons with disabilities for setting up income generating activities for self employment.

(g)                The National Trust National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation & Multiple Disabilities (a statutory body) also implements various schemes/ programmes for the welfare of persons with disabilities.  

Further, a total 216 District Disability Rehabilitation Centres (DDRCs) providing a range of comprehensive services to the persons with disability are already functional in the country and 66 more are proposed to be set up.

National Handicapped Finance and Development Corporation (NHFDC) implements two Schemes of Ministry of Social Justice and Empowerment for award of scholarship to a total of 1500 students with disabilities every year, including those pursuing higher and Technical education.

Hello,

The rehabilitation of mentally ill, physically ill and otherwise is unique to every case.

Mentally ill people may receive rehabilitation in the form of therapy such as Cognitive behavioural therapy which is designed to challenge patterns of thinking and replace them.

Therapy is often used in combination with other things depending on the severity of cases it may be used in combination with medicines.

Physically ill people is a much broader terms, rehabilitation may include physiotherapy which aims to help prevent disease and combat pain. They are commonly used for joint issues and movement however do other things as well.

Socially challenged people may suffer from a mental illness or it just may be their way of life. Some people do not like to be in crowded spaces or may not want to be put on the spot in a conversation. Things like social anxiety may be the cause for this however this is a just a guess. Rehabilitation would follow similar treatments as found in CBT Therapy and possibly simply confronting a fear.
