Through Harris’s bathing scene at Boulogne the narrator makes a witty satire at friends and relatives in general. The narrator here is humorously telling us that our friends and relatives are the people who think ill about us the most.
Once, Harris had a narrow escape while swimming at Boulogne. He had no sooner dived into the water and was about to come out, when he felt a strong hand holding his neck in tight grip and forcing him stay underwater. He was about to choke, when the grip became loose and released him. As Harris came out of the water, the strong man who was keeping him underwater was shocked to see Harris.
He stammered apologetically, “I really beg your pardon, but I took you for a friend of mine!” Harris thanked God thinking he would surely have drowned if the strong man had taken him for a relative.

Hope it helps u!!
Cheers!!
