Culture is a ladder to reach on the stage of development. A right ladder can only carry a person to the right height. If the stepping of the ladder or length of the ladder is inappropriate it may not function appropriately. Work itself is a culture. Science, innovation, art, division of labour, mode and means of production everything is culture. Even the development itself is culture.

Mind is not a biological construct rather than a culturally constructed object. The culture we live in the mind will be constructed. Mind that is constructed in culture is the main game of the development.

Development is an objective that is obtained by culture, therefore, there is inextricable and infinite relationship between the culture and development.

Relationship between Development and Culture Culture is connected with development. The interrelationship between culture and development is both positive and negative. According to positive relationship, culture leads to development whereas according to negative relationship, culture prevents development.
