Electrical conductivity can be calculated from the dielectric data using the following relation:

σac = ω εo ε׳ tan δ

where ω is the angular frequency and εo = 8.85 x 10-12F m-1.

For this , you need to have tan δ or both real and imaginary parts of dielectric permittivity. tan δ = ε׳'/ε׳

Explanation:

There is no relationship between the conductivity and dielectric constant of a material. The capacitance between two conductors will be proportional to the dielectric constant of the material between the conductors, assuming the spacing and area are fixed.
