Power is P = I V . You can only relate it to resistance if you decided to fix one and replace the other by Ohm's law. Ohm's law states that voltage across a resistor is linearly proportional to the current flowing through it, or V = I R . ... A way of visualize this is think of a constant voltage source (i.e. a battery).
