All whole numbers from 0, 1,2,3....

to infinity are rational numbers.

The reason behind this is that they satisfy the condition of being a rational number ; they all can be expressed in the form of [p/q] where q≠0.

But the reverse is not true, all rational numbers are not whole numbers. eg,

1.5 is rational but not a whole number.

HOPE IT HELPS

HAKUNA MATATA :))
