We know that both Earth and Mars are very large in terms of their sheer size. But, when we take the scale of the size of planets in general, we find that both Earth and Mars are quite small in comparison with other planets like Jupiter. This 'comparison' is why we say 'relative', since we are trying to establish a relationship between the different objects (here, it is planets) on basis of their size. Think of it like greater than or less than.
Mars is only somewhat larger than half of Earth. Therefore, even though it is bigger than Mercury (which is the smallest planet), and is a big planet when taken on its own, in relation to Earth, Mars is smaller. therefore, we say that Earth is relatively larger than Mars.
