I have got a written warning for your similar poor performance in the past.
Certainly in my experience this thing is as much to do with office politics than actual performance.
There are number of lower level managers who have their own concept of “poor performance”.
First of all you must have a face to face conversation with the HR Department and Manager before the issue of the letter which should have provide you a good reply.
If they still forces me in serving you you do have the right of appeal both in the HR and the manager in writing.
In that letter you have expected them to frame the issue of the letter and points that they feel that you have “fallen down upon”.
