Take a line segment of 5.3 cm mark it as A & B.
add 1cm to it mark the 3rd point as C.
from point B draw a perpendicular line .
construct perpendicular bisector of A and C.
the point of intersection of perpendicular line and perpendicular bisector mark it as point D.
with the help of rounder measure the distance from B to D .and from the same point represent it on line segment A and B you get the required point
