In a number line, in this situation we need to add, so we need to move to the right. Similarly, if we are substracting, we need to move to left. As we need to add 4 to -1, we will need to skip four numbers to the right, that is, to add. From -1, in the number line, if we move 4 moves to the right, we will skip 0,1,2 and 3 (four numbers). So, it will  end up at 3 which is the answer.

We could also solve this question with a simple theory. Imagine a frog in the place of -1 in the number line. This means that if the frog leaps to the right, then he will add and if to the left, substract. As in this problem is adding, the frog needs to jump/leap four times to the right skipping four numbers (0, 1, 2, 3). He will end up at 3, eventually which is the answer.
