It's very simple... You can just divide both numbers and convert it into decimals.
After then you can represent it easily.
Like when you divide 7/3, you get 2.33 and similarly when you divide - 7/3 you get - 2.33
Now you have the number i.e 2.3 which lies between 2 and 3... Where - 2.3 lies in between - 2 and -3.
And rest is plotting line and mark 0 at center of the line and towards left mark negative numbers and towards right mark positive numbers.
