the reason for stopping at 14/7 is because we went further 7/7 so if we have to stop then the only way is to increase the number line to the multiple of the no. after the number itself . By that I meant if our no. can't be marked under 7 then the only way to stop is stop at another multiple of 7. And the reason for choosing 14 not 21 is because 9/7 could be marked under 14 and did not need more nos. or space.
