Shirley Chisholm was the first African-American congresswoman of New York.

She competed for the Presidential elections of America but unfortunately could not succeed, thus, became the political opponent to the ruling party.  

Chisholm gave a speech to the house of Representatives on March 26, 1969,  defending the then President's decision to start a defense system against missiles.

Inductive reasoning to support her argument

- She points out the promises given by the President to implement programs for the development of the country.  

- points out the delay in the implementation.

- points out the reason behind delay that was caused by the decision to launch nuclear missiles.

Conclusion:

It was clear that the action of president Nixon's decision to launch a missile was not the first priority as compared to launching new programs for the development and growth of the country.
