Community-based organizations (CBOS) could be set up with for-profit or not-for-profit orientation or purpose. Non-profit organizations (NPOs) are always with not-for-profit making purpose.
CBOs are local initiatives whereas NPOs may be local, regional, national or international organizations.
CBOs may be working for its own members (as a beneficiary organization) or for the benefit of others (non-members), NPOs are mandated to work only for others (not for its own members).
CBOs may or may not be NPOs. There could also be NPOs that may or may not be CBOs.
