According to me, the logical answer would be 2) government as they have the supreme power and budget to conduct the required programmes to tackle this kind of problem.
But the more appropriate answer would be "all of these" as we can't solve every problem using government's help. We as citizens should take up responsibilities for our country's matters.
Individuals need to step up and contribute to scientific growth and development for tackling difficult to cure diseases.
The pharmaceutical companies need to invest more and more in researches for the cure of harmful diseases to secure one's future.
At last, it should be a combined effort of every individual, private companies and government to find the cure and prevention for these deadly diseases.
