First draw the main skeleton structure with single bonds.

Find total number of valence electrons.

24 electrons are used to form 12 bonds in the skeleton structure.

Each of the carbon atoms in the ring still needs one lone pair and chlorine atom still needs three lone pairs to complete the octet. Therefore, total 18 electrons are still needed. But we have 12 electrons in hand. Therefore, three additional bonds are needed which can be placed in two different ways keeping in mind that there will be no double bond between carbon and chlorine.

All carbon atoms have completed octet. Place three lone pairs on chlorine to complete the octet. Note that there is no formal charge on any atom.
