After the calling off of the Non Co operation movement, many Muslims kept themselves away from the congress.
The reasons of conflict between congress and Muslim league were was
i) They thought that the congress was moving close to the Hindu Maha Sabha.
ii)Communal riots occurred in many places.
iii)Muslim League demanded separate electorates for the Muslims. An all Party Conference was held in 1928 to settle the disputes. It ended in failure. Muslims feared that they would be treated badly in a Hindu majority India.
Reason why they fail to respond to the call of struggle during civil disobedience:
The relation between Muslims and the Congress worsened .Only to worsen the situation many Hindu-Muslim communal clashes happened in many parts of the cities.When the call for disobedience movement started there was a mistrust between the Hindus and Muslims due to which they failed to respond to the call.
