This is not an easy process as, it involves surveying and mapping of various regions of the country. Then, the quality and quantity of the available minerals also needs to be estimated.

◼ It also involves the use of appropriate technology, skill sets and setting up of many institutions for the execution of resource development plan.  This process takes time to be implemented.
