rest and motion are relative terms because they depends on the observer frames of reference.... so if two different observer are not at rest with respect to each other then to get the different result when they absorb the rest or motion of the body

a passenger seated in a running bus is at rest with respect to the inmates of the bus, while actually he/she is moving with respect to the objects like trees, poles, shops and houses, etc. on the road side. Hence, rest and motion are relative terms.
