An object can be in motion relative to one set of objects while at rest relative to some other set of objects. Thus rest and motion are relative terms. Example - For a passenger in a moving train with the same speed and in the same direction appears to be at rest while the train moving in the opposite direction appears to be in motion.

motion means change of position and rest is an stationary object which never change own position .Rest and motion are relative because without rest motion never define . ex - a train starts from a station and reach another station in this journey there is a different - different poles, bridges , long building and houses left behind the train. because in compression to train poles, bridges, houses all are rest. By this example we concluded that rest and motion are relative term.
