retraction decrease the speed of the light can it increase the speed of the light.

speed of light never increase or decrease. becozz speed of light is constant. maybe in different mediums can be changed

Speed of light can't increase nor decrease. If it can change then it will mean that you are challenging THE THEORY OF RELATIVITY.

Its a universal constant.

In refraction light only bends but its speed doesn't change. There is no phenomenon except in 1 case.
