No, Rhizobium bacteria is a type of bacteria present in the root of leguminous plants to convert the atmospheric nitrogen into a usable form of nitrate so that the plants could fulfill their basic nitrogen requirements.

Rhizobia is "the group of soil bacteriathat infect the roots of legumes to form root nodules". Rhizobia are foundin the soil and after infection, produce nodules in the legume where they fix nitrogen gas (N2) from the atmosphere turning it into a more readily useful form of nitrogen.
