It means that rights of the people and the duties are both important in a democracy. It's just like 2 sides of a coin as like head and tail.We need rights so that we can't be discriminated. We also have some duties towards our country.

Rights and duties are the sides of a same coin is a statement which is indeed truly said . One can enjoy his rights when others work towards fulfilling it . For example we claim about right to equality . We get equality only when others treat us as equals . Secondly if we ourselves fail to do this we will face the same with us .
