Right to education is an initiative taken by the Indian Government towards the realization of its objective of 100% literacy. Majority of Indian population is too poor to afford elementary education, not to mention primary, middle, secondary and senior secondary level education. If the grim scenario doesn't alter, how can India achieve self-reliance and advancement? So keeping mainly the poor people, RTE was added to the Constitution of India. The Act makes it obligatory on the State to guarantee right to education and ensure compulsory admission ,attendance, and completion of elementary education of every child of 6 to 14 years. The RTE also makes it obligatory for private schools to reserve a fourth of their seats for the poor. So the RTE is pro poor.
