The Constitution says, "All minorities, whether based on religion or language, shall have the right to establish and administer educational institutions of their choice".  Minority groups are usually thought of, in the terms of language and religion. Whether or not someone is a minority depends on where they live. For example Telugu speaking people from majority in Andhra Pradesh but they would be a minority in West Bengal. Sikhs constitute a majority in Punjab. But they are minority in Andhra Pradesh, Rajasthan, Haryana etc.


For example Kannada speaking people wish to run Kannada medium school in A.P in order to preserve there culture and language they cannot be preventing from doing so.
They government also has recognize and provide grants to such institutions if they fulfill other essential conditions. In the above example, If such a school is affiliated with the A.P  state board and fulfills the board's conditions, then it can receive grants from the state government just like any other aided private school
