yes, it is right to say that right to vote is not always universal because in many of the countries Democratic government is not followed as in some of the countries monarchial form of government is filled and in some countries dictatorship is followed for eg in countries like south Korea dictatorship is followed and countries like Cambodia and Denmark has monarchial form of government.
