Perimeter = 4 * side length  for a square

Option 1 :  

Side length = 1

Perimeter  = 3

if side length = 1 then perimeter should be 4  ≠ 3  

Hence not possible

Option 2 :  

Side length = 3

Perimeter  = 1

if side length = 3  then perimeter should be 12  ≠ 1  

Hence not possible

Option 3 :  

Side length = 3

Perimeter  = 9

if side length = 3 then perimeter should be 12  ≠ 9

Hence not possible

Option 4 :  

Side length = 3

Perimeter  = 12

if side length = 3 then perimeter should be 12  = 12

Hence Correct

Option 4  is correct
