Firstly I can say that the 10kg weight is not needed according to me.
Now step by step measurement :-
1) At first he will weigh 2kgs of rice with the 2kg weight and put it aside .
2) At one side of the balance he will put the remaining rice and on the others side he will put 2 kg measured rice and the 2 kg weight. And both the sides will weigh same . Thus the remaining rice is 4kg.
3) Thus 2kg rice( previosly measured ) +4 kg rice ( measured later) =6 kgs
