"Roads can traverse comparatively more dissected and undulating topography....".

Its meaning are explained in the point given below :-

(I) Roads can travel across locations which can't be travelled by railways.

(ii)Dissected and undulating topography :- Separated and wave like path or locations.

Now,as we can see roads can travel across Himalayan mountains ,swamps of Gujarat, deserts of Rajasthan which is nearly impossible for railways.

Also,roads can cover very difficult terrain with greater ease.

So,the sentence meant that :-Road can travel across locations that are nearly impossible for railways,it covers difficult terrains.

It means that roads can be turned to any direction according to availability of favourable land for construction.
