The momentum of the rocket and exhaust gas system is conserved.
mass of exhaust gas × velocity of exhaust gas = mass of rocket × velocity of exhaust gas.
Since mass of exhaust gas is very less compared to mass of rocket, the velocity of the exhaust gas is much more than velocity of rocket.
