The base turns red litmus into the blue. acid turns blue litmus to red and at last neutral solutions does not have any effect on litmus paper.

Suppose Rohan is having blue litmus paper.

#So when he put the litmus paper in all three solutions than it will turn red only in acidic medium(hydrochloric acid) because basic and neutral solutions have no effect on blue litmus paper. Therefore, that solution is hydrochloric acid.

#Than he put the red litmus paper which he obtained from acidic solution to the remaining two solutions and it will turn blue only in basic medium (sodium hydroxide) only as sugar solution is a neutral solution. Therefore that solution is sodium hydroxide.

# At last the remaining is the sugar solution, because it is neither acidic nor basic.
