Role of block level planning in the process of decentralization

Block Level government is useful in decentralization as the citizens of the block can express their problems and be governed by the block ( Panchayat Samiti or Mandal ). The small local problems like development of rural roads and Development of street lighting cannot be efficiently handled by state government, so this is why having a local (block) government is useful. Another reason is, different areas have different citizen compositions ( Caste, Religion, etc ) and a local govt. can take the best steps possible for these people as they are directly elected by and available to the Local Citizens.
