Citizens must develop democratic abilities and skills, moral values that reflect democratic ideals and principles, motivation to get involved and act, and knowledge of democracy, its principles and practices.

Even though education by itself cannot immediately improve the commercial, administrative, or cultural arrangements of a country, but education can help in contributing to freedom and constitutional citizenship in two unique forms.
Firstly, Education is a very powerful tool in which can help to grant equal opportunities to the children who belong to discriminated and deprived socio-economic and cultural frameworks.
Secondly, education can promote democracy ideology by providing knowledge to the residents who recognize, appreciate, and choose democracy by embracing them with experiences, and preferences or opinions which is required to become responsible citizens.
