A mechanical engineer designs, fabricates tests and works for quality assurance of machines and tools. He also works for development of the processes to manufacture. The objective is to minimize costs and losses while optimizing productivity and quality.
In oil and gas industry there equipments to drill and extract oil and gas from underground. There are pipelines to transport the fuels. There are storage facilities. Planning, designing, building and maintaining these facilities is mechanical engineer's responsibility.
Finding better methods/ machines to extract transport and store is also their job.
